a) Common responsibilities
- Within the scope of individual responsibilities: take all necessary measures to carry out transport in a safe, secure and environmentally friendly manner, to prevent the occurrence of accidents and to minimise any damage that may occur.
- Provide employees with the necessary information regarding the content and duration of transport
- Create an intervention guide for possible emergency situations during the transport of hazardous substances and duly inform employees about it.
- Take the necessary security measures against possible theft, extortion and those who may abuse the hazardous substance.
b) Shipper's Liability in the Air Carriage of Dangerous Goods
- Preparing dangerous goods for air transport in accordance with the technical instructions.
- Ensure that the air transport of dangerous goods is not prohibited.
- Ensure that dangerous goods are classified, packed, labelled, marked in accordance with the provisions specified in the technical instructions and that a correctly completed dangerous goods transport document exists.
- Ensuring that the necessary authorisations and approvals for the transport of hazardous goods subject to exemptions are obtained and the necessary special permits, in accordance with the technical instructions, notifications, certificates and other documents, are issued and handed over to the operator.
- Ensure that consignments containing dangerous goods whose carriage is prohibited are notified to the competent authorities and that special approvals/permissions are obtained in accordance with the technical instructions.
- Have a "Third Party Liability Insurance" for damages that may be caused by any accidents and incidents of those working in the airport apron area.
- Provide training to their employees, who are involved in this activity until the dangerous goods reach the carrier, so that they can fulfil their responsibilities in this regard and in accordance with their duties, and keep these training records for at least three years.
c) Carrier Liability in the Air Carriage of Dangerous Goods
- Run all necessary checks to ensure the acceptance of hazardous materials
- Refrain from accepting any hazardous materials that do not meet safety conditions
- Inspect received cargoes and replace any damaged labels with new ones
- Monitor and prevent any loss or damage to hazardous materials during the entire process from acceptance until loading.
- Provide officially required training to all personnel who will take part in the transport of dangerous goods.
- Keep transport records and reports. Keep these records for at least 3 months after the flight and, in the case of accidents and incidents involving dangerous substances, for a minimum of 5 years depending on the nature of the case.
- Display the necessary warnings and information in the cargo acceptance areas for employees and customers.
- To act in accordance with all technical instructions before and after transport.
- Companies acting as or on behalf of the operator and companies acting as or on behalf of the sender must have at least two employees with category 6 certificates for the air transport of dangerous goods.
